Here is the Hot Mess of the Week for July 2011.

What's good about it: For its square footage (1,741), it's priced below smaller homes (1,200 -1,500 sq. ft.) nearby. Better still, you may be able to further negotiate the price. It's seen three price reductions so far this year.

The challenge: The home sits on the corner of Laurel and Demaree Street near Tulare Ave., which means it's in a high traffic area.

As a potential rental property that may not be a bad thing because it's close to shopping, the highway and College of the Sequoias.

As you can see it's crying out for curb appeal, and probably some updating inside. But with the right landscaping, you can mitigate its proximity to the busyness of Demaree and create a nice rental oasis for the right family.

Highest priced homes in Tulare County, July 2011

Tulare County may not be home to some of the most exclusive ZIP codes in California, but it certainly has its fair share of premium properties and seven-figure addresses. Homes on the high end of the market today range from $950,000 to $1.95 million.

While your typical properties are advertised as being "close to shopping, schools, and restaurants" most of these homes are closer to nature than anything else. Seven of the top 13 homes for July 2011 are found in Three Rivers, nestled into the foothills leading to Sequoia/Kings National Park.

Three Rivers is known for its diverse population, from retirees and young families to Hollywood elites and business executives looking to get away from it all.

Visalia has its share of premium homes as well, featuring immaculate grounds in exclusive neighborhoods.

I usually don't get this excited about smart phone apps. But Zapd is a cell phone app like no other.

In a word, Zapd lets you make an elegant, user-friendly website from your smart phone in less than 60 seconds. Well, you may want to put more than 60 seconds into it, but you won't need to put more than 5 minutes into it total.

Here's what it means for real estate professionals:

On the day you go to a client's home to take listing photos, you can create a website just for their property - complete with full descriptions, contact information, photos and captions, and background about the neighborhood - all before you even leave their house.

AND, you can send that website out to the world simultaneously to Twitter and Facebook before you even get to your car.

On top of that, you can continuously update the site with additional information, pictures, price adjustments, open houses, etc.

The best part of Zapd is that the websites it creates are optimized for smart phones - MEANING text is big, pictures are clear, and it's easy to navigate. There's no pinching or stretching to blow up pictures, no swiping across the screen to see text outside the smart phone window. And it's all easily viewable from the home PC as well.

Zapd is going to add video and comments down the road.

Bottom line is that Zapd is going to change a lot of things online, including news gathering, picture sharing, event promotion, even Facebook and Twitter. Real estate agents can really sink their teeth into this new FREE application.

What interests me most about this article is that it shines a light on the highly mobile nature of society today. It seems no one plans on staying in a home for the long haul anymore. When my wife and I bought our home we talked about it being our "last" home. Last in quotes because you never know when you'll win the lottery. (Actually, I don't play, so I guess that's out) Still, you just never know where life is going to take you.

End note: An economist in the article points out that people may be "strategically" defaulting on their loans, knowing that they can rebuild their credit and save money faster than they can regain equity. On some level that seems a bit short sighted to me. How about riding out the downturn, preserving your credit, and waiting on the market to rebound to return your equity? Seems to me that would be the most responsible thing to do, but then again, I'm not in their shoes.

In the story, one of the city staff says that "we’re going to put homeowners in homes that they couldn’t otherwise afford." Isn't that how we got in this mess to begin with? I know the city is essentially subsidizing the loan to make it affordable, but what's the long term outlook? Is there a track record for this type of program? What does it do to home values on that street? Lots of questions.
